Masato Kumasawa said that he has been listening to player feedback and learned lessons from previous games. He said: "The Resident Evil series cannot focus too much on combat. Fans prefer horror elements. Therefore, this game will have classic survival horror as its core."

"I think what fans of the Resident Evil series want is survival horror and a sense of fear. That's what they crave most. So we can't just give them the same experience by simply changing skins and adding new characters. That won't achieve the desired effect. Resident Evil 9 has been in development for about six years, and we want to make sure that the horror element can be the core of this game."

Masato Kumazawa added: "In the later stages of Resident Evil 7 and Resident Evil 8, there were a lot of action scenes. It was just action, action, action. So when making Resident Evil 9, we decided to ensure that the horror atmosphere runs throughout the entire process. But we have to use non-horror elements to enhance the sense of terror. For example, there will be horror elements in the game, but there will be some action scenes interspersed. Through these action scenes, the players will temporarily forget the horror, and the subsequent horror part will be more effective than continuous scares."
