According to the announcement on the official blog of the game’s creative director Ed Beach, from November 4, 2025 to January 5, 2026, all players of “Civilization 7” can receive the “Tide of Power” content pack for free through in-game channels.This free distribution event will cover all game platforms.
Version 1.3.0 update: comprehensive overhaul of the naval combat system
The "Tide of Power" content pack will be launched together with the game version 1.3.0 update.It is worth noting that even if you do not receive this content pack, all players can experience the multiple free core updates brought by version 1.3.0. These updates mainly focus on the naval system:
New building "Seaport": will be a new production building for naval units.
New unit "Privateer": a light naval unit that specializes in looting and raiding.
Overhaul of naval combat mechanics: Naval units are clearly divided into light and heavy, and new long-range ship units are added to make naval combat more strategically deep.
New terrain and resources: Two new terrains, "Atoll" and "Lotus", and four new resources, "Crab", "Turtle", "Sea Shell" and "Tar" will be added to the game.

Tides of Power content pack details
The free "Tides of Power" content pack will inject new content into the game in stages:
The first phase (online on November 4): will introduce the famous pirate leader Edward Teach (Blackbeard), a new civilization represented by Tonga, and a new force called the "Pirate Republic".
The second phase (specific date to be announced): The legendary figure in Mediterranean history - Sayida Al Hura, known as the "Pirate Queen", as well as two new civilizations, the Ottomans and Iceland, will be added.
Players who claim it at any time during the event will automatically receive all new content in the corresponding stage after the content is released.

Free for a limited time, charged later
The official made it clear that this free collection event has strict time limits.After January 5, 2026 at 6:59 AM PT, the Tides of Power content pack will revert to a paid offering.Therefore, players who are interested in naval battles and new civilizations must claim them in time during the event period to avoid missing out on this free benefit.
